The mechanical seals designed and manufactured by Fluiten are a critical component also used in pumps that convey drinking water. In these applications, ensuring the quality and safety of the conveyed liquid is essential. This is particularly important for all engineers, designers, maintenance personnel, and technical managers who work daily in the food, pharmaceutical, and chemical sectors.

The European Drinking Water Directive 98/83/EC (DWD 98/83/EC) constitutes a fundamental regulatory framework designed to safeguard the health of European citizens by maintaining high standards for drinking water. In an attempt to standardize the assessment procedures for products that come into contact with drinking water, the European Commission had launched the European Acceptance Scheme (EAS). This initiative aimed to create a unified standard for materials and products used in drinking water systems.

The main objectives of the 4MS initiative were:

In response to the challenges faced by the EAS, in 2007 four Member States – France, Germany, the Netherlands, and the United Kingdom – decided to adopt a common approach to the evaluation of products in contact with drinking water. The 4MS initiative aimed to create a pilot project as a basis for future EU regulations.

The main objectives of the 4MS initiative were:

  • Material Verification: Ensure that components in contact with drinking water meet strict quality standards.
  • Material Testing: Implement rigorous testing protocols and defining acceptance levels for various materials.
  • Product Testing: Standardize the tests applied to products to ensure they do not negatively affect drinking water quality.
  • Factory Production Control: Establish solid procedures for factory production control and verification.
  • Certification and Testing Bodies: Evaluate and accredit the capabilities of certification and testing bodies to ensure compliance.

Despite the progress made, the 4MS initiative continued to face challenges, such as the variation in water sources across Europe, differing opinions on analytical methodologies, and the financial implications for certified testing facilities.

The Declaration of Intent (DOI) and TC 164

In 2011, the 4MS signed a Declaration of Intent (DOI) to align national approval systems and provide a high and uniform level of consumer protection. At the same time, Technical Committee TC 164 was tasked with standardizing regulations through a gradual approach. The effort was primarily focused on achieving:

  • Compliance of national approval systems
    This aims to simplify the operations of national approval systems for materials and products in contact with drinking water.
  • Unified consumer protection
    The goal is to ensure a high and consistent level of safety for all European consumers.
  • Optimal use of resources
    It seeks to promote the efficient use of regulatory and scientific resources.
  • Support for developments at the European level
    Collaborating to support developments at the European level and establish consistent practices.

The Current Situation and Challenges to be Addressed:

  1. Variation in Water Sources
    One of the main challenges for standardizing regulations is the significant variation in water sources across Europe. Waters of different compositions can produce different results when the same material is tested, complicating the standardization process.
  2. Testing Methodologies
    There is an ongoing debate about whether testing should focus on the effects of individual component materials or the overall impact of the product on drinking water quality. This debate highlights the need for a balanced approach that ensures safety without placing excessive burdens on manufacturers.
  3. Financial Implications
    The loss of revenue from certified testing facilities in Member States is a significant obstacle. A harmonized testing regime could reduce the need for multiple tests, potentially lowering costs for suppliers but also impacting the revenue streams of national regulatory bodies.

Fluiten is a member of the European Sealing Association, which devotes particular attention and resources to understanding the direction of the European Community so that its members, in turn, can adapt their production to the needs of the market. Special attention is given to directives related to environmental impact and the use of materials that are not harmful to humans or the environment.
